I have the honour to acknowledge the
receipt of Your Lornship's Circular Despatch of the 2nd. May regarding the question of the pensions of officers who have retired from the Colonial Service.

In my Confidential Despatch of the 30th, May I have recommended that all existing pensions should be increased by 25 per centum with effect from the 1st. January, 1919. The increase in prices and in the cost of living generally is world-wide, and therefore I do not consider that it would be equitable to differentiate between pensioners who are domiciled in the United Kingdom and those who reside in Hongkong or China or in India. I accordingly adhere to my former recommendation, and I would be glad to receive Your Lordship's decision by telegraph.

I take this opportunity to acknowledge the receipt of Your Lordship's Despatch No. 218 of the 2nd. May regarding the application by Mr. Lenaghan for an increase of pension.
